Income based support is something that is being done in Germany and it comes with its own set of problems. Plus in general means testing is often bureaucratic and not actually well equipped to meet individual needs.
Happen to live in Germany so I know that there are problems, like with any real world application but the concept is rather solid - to tie in financial support with financial conditions.
There is really easy solution - socially financed education and income based support.
But then how will we get young people to join the military for our unpopular unnecessary wars?
